New frames and better glass make a room cooler and quieter, and the street sees every one of them. We check the elevation rules and the glass specification before window companies quote.
The windows
Replacing aluminium windows is one of the few villa jobs that changes the inside and the outside at once. Inside, better glass and tighter frames make a room cooler and quieter. Outside, the frame colour, the glass tint and the size of every opening belong to the elevation, and most communities protect the elevation closely.
How much do aluminium windows cost in Dubai?
Published prices run from AED 800 to 3,000 per window (sono.ae); a full villa set is priced from the window schedule, opening by opening, because no window company publishes a whole-villa figure. The spread comes from the size and type of each opening, sliding, casement or fixed, the frame system, and the glass: single or double glazed, clear or tinted. We ask for a window schedule with every opening sized and priced, so two quotes can be compared window by window rather than as totals.

Read together, the rules accept a like-for-like replacement far more readily than a bigger or a new opening. A new frame of the same size, colour and reflectivity is the easy application. Moving or enlarging an opening is an alteration to the elevation, and in several communities it is refused outright. The full Nakheel application process is in our Nakheel NOC guide.

Of the Dubai developer rulebooks in print, Emaar's, Dubai Holding's, Nshama's and Tilal Al Ghaf's, none sets a number for glass; Nakheel's 2023 villa codes did: facade and fence reflectivity may not exceed 15 percent. Tilal City in Sharjah takes the same line without a number, requiring non-reflective glass facades and asking for mashrabiya or sunshades on windows. The same logic runs through fences: Palm Jumeirah accepts non-reflective glass fencing, while Jumeirah Islands bans glass and polycarbonate fencing outright.
So ask for the glass manufacturer's data sheet with the external reflectance printed on it, and keep it with the NOC. A tinted glass that looks right in a showroom can still exceed the limit, and the data sheet is the evidence either way.
Dubai Municipality's permit-free maintenance list names doors, not windows, and repairing defects in external facades is structural maintenance on a self-issued permit. Cutting a new opening or enlarging one is a modification: the Municipality's Permit to Make Modifications or Additions to Buildings runs 3 working days on drawings that mark the change in red and any demolition work in green. Abu Dhabi draws the line in the same place. Its maintenance permit excludes creating openings in an existing building, so a new window takes a building permit filed by the design consultant. In the Al Falah Residential Complex, side and rear facades may change, while the front and street facades may not, except to enclose a balcony. The DMT permit route is set out on our Abu Dhabi page.

The Dubai Building Code has a window rule for villas with a pool. Operable windows next to a pool must have a sill at least 1,200 mm above the indoor floor level. Where the villa's own walls form the pool barrier, doors with direct access to the pool need an alarm that sounds when they open, or self-closing and self-latching hardware.
