Villa extension prices
An extension is paid for twice: once to be approved and once to be built. The approval bill is published line by line on several routes. The build is priced from a consultant's drawings. We set out both before anyone draws.
The two bills
Villa extension cost starts well before the first block is laid. A consultant draws the new room, the developer and the authority approve it, and on some land a deposit is held until the work is signed off. Those approval costs are the part developers and authorities publish. The construction is then priced from the drawings, room by room, which is why we ask contractors for the added area and the rate as two separate lines.
What does a villa extension cost in Dubai before the build?
The approval side is published route by route, and it is small next to the build: AED 2,000 in total for an Emaar major-works NOC, before a fee on added floor area whose rate Emaar keeps private; AED 1,500 for a Dubai Development Authority modification design, then AED 1 per sq ft of added area for the permit; AED 5,000 plus AED 250 VAT for a plan review in Tilal Al Ghaf. The construction is quoted from the consultant's drawings, and we ask for it as added area times a rate.
Who owns the land decides the route, and each route has its own fee lines. These are the figures developers and authorities publish for adding area to a villa, with the document each comes from.

Two rows need a word. Nakheel's 2023 villa design codes charged AED 1,000 plus VAT for Conditional Consent and held a refundable AED 10,000 contractor deposit, but they came down when Dubai Holding Community Management took over, and DHCM's 2026 rulebook says fees apply without naming any, so we confirm both on each application. Emaar confirms that added floor area carries a fee and keeps the rate behind the owners' portal, so we get it in writing before a design is paid for. In Town Square the question never arises: Nshama's manual prohibits extensions. Which communities say yes, and on what terms, is on our extension approvals page.

The Dubai Development Authority is the one Dubai regulator that prices an extension by area in public, so it shows how the permit side scales. For a 300 sq ft room, the consultant's Building Modification Design is AED 1,500 and the contractor's permit AED 300 at AED 1 per sq ft, each with AED 20 in Knowledge and Innovation Dirhams, about AED 1,840 in all. The approved design stays valid for 6 months, a permit renewal costs AED 200 for three months, and the completion certificate carries no fee on a normal submission. Which plots sit in DDA zones is confirmed from the site plan, because the Authority defines its zones by law rather than by a list of community names.
Abu Dhabi and Ajman publish enough to budget from. On plots in the scope of Tasareeh, Aldar's delegated permit reviewer, the fee schedule prices a single-villa modification at about AED 5,900: AED 600 to register the project, AED 3,500 for the design review, AED 600 for the work start notice and AED 1,200 for the structural inspection. Its registration line is written for modifications without additions, so the consultant confirms which lines an extension attracts. Since 29 August 2025 DMT has treated an extension of up to 25 m² as minor works, for which the contractor secures approval directly.
Ajman's schedule for services 3276 to 3278 lists an AED 50 application fee for a private home, a permit fee of AED 3.5 per m² with an AED 200 minimum, a building extension permit line of AED 200, and insurance of AED 2 per m² with a minimum of AED 2,000 for a villa, refunded after completion. At AED 2 per m², that minimum covers any addition up to 1,000 m², so a villa owner in practice lodges AED 2,000. A full extra floor or roof is priced differently, at 5 percent of the land value scaled by the share of floor area it adds. In Sharjah the Municipality's engineers set the fee for each file once an accredited consultancy submits the drawings.

No UAE company publishes an extension rate we can quote as a band, so an extension is priced from the consultant's drawings rather than read off a table. Three lines make those quotes comparable: the added built-up area, the structural scope from foundations and slab to the connection with the existing villa, and the finish, priced as a rate. New rooms also add electrical load. In Dubai an enrolled consultant or contractor applies to DEWA for additional load; the application is free, and the connection cost arrives as an estimate valid for a year. In Abu Dhabi, any rise in a villa's connected load above 10 percent needs the distribution company's approval.
An extension usually travels with other work, such as a kitchen moved into the new space or a refreshed ground floor, and that part is priced on the renovation bands in our published villa rates, whose floor for a full villa renovation is AED 150,000, as published by First Unicorn Interiors and Yalla Renovation.
