Villa painting services in Dubai: which part needs approval?

Villa painting services in Dubai are two jobs that happen to share a ladder. Dubai Municipality treats painting inside and out as basic maintenance under Administrative Resolution No. 109 of 2022, so neither needs a permit or a completion certificate, provided a contractor pre-qualified by the Municipality does the work. The facade is where it changes. Its colour has to come from the colours the Municipality authorises, and in a managed community the developer has a say as well.

How much do villa painting services cost in Dubai?

Published rates run from AED 5 to 20 per sq ft, Bayut's range for standard painting. Vision Three's 2026 painting guide puts villa painting at about AED 7,000 to 25,000 and above. Where a job lands depends on the area, the state of the walls, the number of coats and whether the outside is included. Which exterior colours does your community allow?

On a Municipality plot the list is the Municipality's own. Circular 3-12-1 of 2022, which puts the maintenance rules into practice, asks for colours in keeping with the neighbourhood and the buildings next door, names white and sand or beige as examples, and reproduces a swatch palette that it says is carried in the QR code on the plot's land map. Inside a managed community the developer's rulebook sits on top, and several of them are specific.

Almost every rulebook that mentions paint protects the colour a villa already has. Repainting in the same shade is the easy approval. A new colour is the request that needs a case made for it, and on Palm Jumeirah the choice is limited to the published table before anyone asks.

Do you need an NOC to repaint a villa?

Indoors, rarely. Outdoors, it depends on who manages the community, and each developer publishes its own terms.

  • Emaar communities. Internal painting needs no NOC, but every contractor needs an entry permit whether or not an NOC applies. External painting takes an NOC with a non-refundable AED 100 fee, processed within 2 business days of a complete application.
  • Nakheel and Dubai Properties communities. Dubai Holding Community Management lists painting among works that need approval, maintenance and repair excepted, and internal painting needs no permit. Nakheel's villa design codes let internal paint and wallpaper go ahead on a gate pass.
  • Nakheel communities, JVC included. The site-access guide treats painting as planned maintenance on a daily permit: the contractor's trade licence, an Emirates ID or visa and the owner's letter of appointment. Daily passes are issued within minutes; a long-term permit covers up to three days.
  • Town Square. Exterior and interior repainting both sit in the Home Improvement tier of the homeowner manual, at AED 160.

Skipping the approval has a published price as well. Dubai Holding's schedule fines AED 2,000 for facade work carried out without prior approval: a warning the first time, the fine the second, and double the fine after that. Villa painting outside Dubai

Abu Dhabi runs a named service for it: TAMM lists Issuing a Permit for Residential Villa Maintenance for Paint and Ceramic Work, behind a UAE PASS sign-in. Maintenance permits there are filed by the contractor, not the owner. On plots in the scope of Tasareeh, Aldar's delegated permit reviewer, the building maintenance permit is published at AED 2,000.

Ajman's AED 1,000 maintenance permit asks for architectural plans once the exterior is being painted, which is the point where a small job gains paperwork; our Ajman rules page lists every fee. In Sharjah a residential repaint runs on the Municipality's maintenance permit with a refundable deposit, and in Tilal City, the one Sharjah community with a published exterior code, black, fluorescent and intense primary colours are prohibited in every zone.

Can the outside of a villa be painted in summer?

Yes, around a gap in the middle of the day. From 15 June to 15 September, work in direct sun and open places stops between 12:30 and 3 PM under the federal midday break. A facade job in July therefore runs as two shifts, and the programme on the quote should show both. Painting indoors sits outside the rule.

What should a villa painting quote list?

  1. The area in square feet or square metres, split into walls, ceilings, woodwork and facade.
  2. The product line and the number of coats for each surface, not only the brand.
  3. The facade colour reference, checked against your community's rule before the paint is ordered.
  4. Preparation as its own line: filling, sanding and priming. A crack in the structure is a separate repair on a self-issued Municipality permit.
  5. Who applies for the NOC and the entry passes, and who pays for them.

Paint does not stop water. If a wall is stained because a roof or a terrace leaks, the waterproofing comes first and the repaint after it, or the new coat marks in the same place. If the villa is on a yearly maintenance contract, ask whether touch-up painting is already included before paying for it twice. Villa painting: what owners ask

Do I need permission to paint my villa a different colour?
On a Dubai Municipality plot the new colour has to come from the colours the Municipality authorises. In a managed community, expect the developer to decide: Dubai Holding's rules ask for the existing colours unless a change is approved, Town Square does not permit changes to the colour scheme at all, and Nad Al Sheba Villas prohibits colours that do not match the existing ones. Settle it before the paint is bought.
Can I hire any painter for my villa?
On Dubai Municipality land the answer is no. Administrative Resolution No. 109 of 2022 lets painting go ahead without a permit only when a contractor pre-qualified by the Municipality carries it out. In Emaar communities the painter also needs an entry permit, and in Nakheel communities a gate pass. Ask for the pre-qualification before the start date.
Which is better, Jotun or Dulux?
The comparison worth making is between two named product lines rather than two brands: the exterior line against the exterior line, the number of coats each needs on your wall, and the warranty each maker states in writing. We ask every painter to name the product line on the quote, so that comparison can be made before you choose.
Does wallpaper count as painting for approvals?
In the published rules it sits alongside paint. Nakheel's villa design codes let internal paint, wallpaper and decoration go ahead without an NOC, on a gate pass. Town Square's homeowner manual puts interior repainting and wallpaper in its Home Improvement tier, at AED 160.
How long does an exterior paint approval take?
In Emaar communities external painting NOCs are processed within 2 business days of a complete application. Is painting included in a villa renovation price?
Yes, when it is part of one. A light cosmetic refresh, paint, flooring, doors and joinery with nothing moved, starts near AED 65,000 on a compact three-bedroom villa, and a full villa renovation starts at about AED 150,000. A painting-only job is priced on its own rates, which are far lower.
