Villa extension: will your community say yes?

A villa extension adds built-up area, and that changes the approvals completely. Paint and new floors can run on maintenance rules. An extension never can: it needs a consultant's drawings, an authority permit and, inside a managed community, the developer's consent before either. Some developers do not give it at all.

How much does a villa extension cost in Dubai?

Before any building, published approval costs in Dubai run from AED 1,500 for a Dubai Development Authority building modification design, then AED 1 per sq ft of added area, to AED 5,000 plus AED 250 VAT for a Tilal Al Ghaf plan review, and Emaar charges a fee on added floor area whose rate it does not publish. No UAE company publishes a per-square-metre extension rate we can quote as a band, so the build is priced from contractors' answers to the consultant's drawings. We ask for the new area and the rate as separate lines, so the quotes compare.

Tilal Al Ghaf adds a cure clause worth knowing: if an owner breaches the consent rule and it persists five days after written notice, the Master Developer may put it right and recover the cost from the owner. For Emirates Hills we confirm the route with Emaar before any design is paid for, because the published service excludes it.

Nad Al Sheba Villas: extension by module

Nad Al Sheba is the one community that publishes its extensions as fixed modules. Owners pick from pre-defined areas, for uniformity, to add a driver's room, a maid's room or a majlis room, and large-plot corner five-bedroom villas may also add an external majlis.

The same code closes the other routes to more space: garage conversion, balcony and terrace enclosure and free-standing structures in the grounds are all prohibited. Plot 224 in Nad Al Sheba is usufruct or leasehold only under Regulation No. 3 of 2006, so the owner's title is worth checking before an extension is designed there.

How does a Nakheel villa extension get approved?

  1. A current Villa Status Report confirming the villa's state.
  2. Conditional Consent, then the Villa Extension application, with the fee paid before the application is processed.
  3. A Trakhees Modification Permit on the consultant's drawings, revalidated if work has not started within six months.
  4. The contractor's site access NOC against a refundable security deposit, then the security gate pass.
  5. After the works, a fresh Villa Status Report and the Trakhees Modification Completion Certificate, which release the deposit.

Two details are easy to miss. An approval does not pass to a buyer with the title deed; it needs its own Transfer of Approval application. And the money is unsettled: Nakheel's 2023 villa design codes priced Conditional Consent at AED 1,000 plus VAT, held a refundable AED 10,000 contractor deposit, promised an NOC within three working days and charged AED 10,000 plus AED 1,000 a month for an unapproved extension, but Nakheel took those codes down when Dubai Holding Community Management took over and DHCM's 2026 rulebook publishes no fee, deposit or turnaround, so we confirm all of them with the community office before the job is priced. What does Dubai Municipality need for a villa extension?

On a Municipality plot the service is Permit to Build Extensions to Private Villas, with a stated completion time of 3 working days once a registered consultant files the drawings through Dubai BPS. Structural inspections follow at the foundations and at each slab, and the site plan service returns the zoning, permitted floors and setbacks the design has to respect. The Dubai Building Code's villa chapter allows annexes such as a private garage, a housekeeper's room, an external kitchen, a gym or a majlis without a setback from the plot boundary. Administrative Decision No. 225 of 2024 amended some of the code's construction parameters, so the consultant confirms the current annex limits before drawing. In Dubai Development Authority zones, a building modification design costs AED 1,500 and the permit AED 1 per sq ft of added area.

Villa extensions in Abu Dhabi, Sharjah and Ajman

Since 29 August 2025 Abu Dhabi treats an extension of up to 25 m² as minor works that a contractor can get approved directly; anything larger takes a building permit filed by the design consultant, explained with the 25 m² rule on our Abu Dhabi page. In the Al Falah complex, demolishing existing villa structures is not allowed except where an extension has to connect to the villa. Sharjah routes an expansion through engineering drawings filed by an accredited consultancy and then a reinforced concrete building permit, with fees set per file by the Municipality's engineers.

Ajman is the one emirate where an owner can work the permit fee out in advance. The addition permit costs AED 3.5 per m² with an AED 200 minimum, plus a refundable insurance of AED 2 per m² with a villa minimum of AED 2,000. A 30 m² room therefore pays the AED 200 minimum rather than AED 105, and the AED 2,000 insurance minimum rather than AED 60. The rest of the schedule is on our Ajman addition fees page.

What should a villa extension brief settle first?

  1. Title: in Abu Dhabi a usufruct holder has no right to change the property; in Sharjah the federal portal states that non-nationals hold a usufruct rather than freehold, while at least one developer advertises freehold at Hayyan, so the title deed decides who may sign.
  2. Community consent, in writing, before any design fee is paid.
  3. The plot's limits from the site plan: setbacks, floors and permitted uses.
  4. The existing structure: whether the villa can take a connection or an extra floor.
  5. Utilities: whether the added rooms raise the electrical load enough to need an application.
  6. A programme that allows for the permit sequence and, in summer, the midday break on the shell works.

Ground-floor room

A majlis, a maid's room, a driver's room or a larger kitchen built onto the villa, the rooms Nad Al Sheba's modules and the Dubai Building Code's annex rules describe.

Villa extensions: what owners ask

Can I extend a townhouse?
Usually not. Emaar does not permit extensions to townhouses, and Town Square prohibits extensions of any kind. Where the rules do allow added area on an attached home, the shared wall becomes part of the design.
What happens if I extend without approval?
The published consequences are steep. Dubai Holding's 2026 rulebook, which covers Nakheel communities, fines work done without prior approval AED 2,000, with a warning first and double the fine on a final notice. Town Square publishes an AED 50,000 penalty for an unapproved major alteration. In Aldar communities, starting work without Review Committee approval stops the project and draws an AED 10,000 fine.
Is a garage conversion treated as an extension?
It is treated as a change of use, which takes the job out of every maintenance exemption and into the modifications route with a consultant. Nad Al Sheba Villas prohibits garage conversion outright, and Town Square prohibits carport conversions.
Does an approved extension transfer when I sell the villa?
Not automatically in Nakheel communities: an NOC does not pass with the title deed, and the approval needs its own Transfer of Approval application.
How long do villa extension approvals take?
Dubai Municipality states 3 working days for its villa extension permit once the consultant files. In Nakheel communities Dubai Holding's 2026 rulebook promises only a reasonable period for the NOC, and Trakhees issues the completion certificate within 3 working days. Abu Dhabi lists 10 working days for a building permit, and Ajman 5 days for an addition permit.
