Villa renovation, Al Furjan
Al Furjan's design code gives a five-bedroom villa twice the shade of a townhouse, freezes the back fence and protects the garden villas' shared walls. We brief contractors against the rule for your house type.

An Al Furjan villa renovation follows the villa code Nakheel published for the community in February 2023, and its limits are unusual in one way: they change with the size of the home. Al Furjan has more than 4,600 homes across 560 hectares, four-bedroom villas and three-bedroom townhouses among them, managed today by Dubai Holding Community Management.
How much shade can an Al Furjan villa add?
The code bands it by home: 30 m² of shade structures for a five-bedroom villa, 20 m² for three and four-bedroom villas, and 15 m² for a three-bedroom townhouse. Al Furjan is the only community in Nakheel's villa codes that splits the allowance this way; Jumeirah Park gives a villa 30 m² and JVT 20 m² whatever its size. A pool fence, where there is one, is encouraged at 1.10 to 1.30 m at most.

The townhouse figure is the one to check before a pergola is designed. A three-bedroom townhouse gets half the shade of a five-bedroom villa, so a structure copied from a neighbour's larger house can be refused on area alone.
Ask what your house type allows

Attached homes carry the tightest rules. On the garden villas, painting or modifying the shared common wall and fence is not permitted at all, and every Nakheel code bars changes to a common boundary wall, screens and extra height included. Garden work has limits of its own: trees stay at least 1.5 m from villa boundary walls under Dubai Holding's rules, Ficus and Damas trees are banned, with the owner liable for damage they cause next door, and raising the garden level is not permitted. Refitting a kitchen or bathroom without moving walls needs only a gate pass, which makes the inside of an attached home the easier half of a renovation.
The chain is Nakheel's: an NOC through Nakheel's online services or the My Nakheel app, a Trakhees Modification Permit on the consultant's drawings, then the contractor's site access and gate pass. Dubai Holding's 2026 rules set the working day, with major works from 7 AM to 5 PM on weekdays, minor works from 8 AM to 6 PM Monday to Saturday, noisy work inside 9 AM to 1 PM and 3 to 5 PM, and a Minor Modifications Permit for anything longer than a day. The fees are the unsettled part: Nakheel's 2023 codes, taken down when Dubai Holding Community Management took over, set AED 1,000 plus VAT per application and an AED 10,000 contractor deposit, and DHCM's 2026 rulebook publishes neither, so both are confirmed at application.
Contractor access is priced and scheduled separately. Nakheel's contact page on nakheel.com, read in September 2026, recommends requesting long-term access permits 3 to 4 working days ahead, says approvals typically take 1 to 2 days, charges AED 52.50 a person for NOC-grade work and issues daily permits free. Revive Hub Renovations publishes AED 130,000 to 260,000 for a whole villa in Al Furjan and Damac Hills, and Dar Al Naseeb Engineering Consultants AED 227 to 370 per sq ft for Jumeirah Park and Al Furjan together. The first is a total and the second a rate, so a quote is tested against both: the rate first, then the total it produces on your villa's area.
