Villa renovation, Abu Dhabi
Abu Dhabi splits villa work between two permits and two applicants, and most managed communities add an Owners Union approval on top. We settle which applies before a contractor prices the job.
Who files what
Every villa renovation in Abu Dhabi starts on one side of a line drawn by the Department of Municipalities and Transport. Work that maintains, improves or redecorates a villa without changing its interior spaces, cutting new openings or touching the structure goes on a maintenance permit. Past that line it is a building permit, even when nothing is added.
Who files the permit for a villa renovation in Abu Dhabi?
Not the owner. DMT's procedures guide names the contractor as the applicant for a maintenance permit, which can be requested at any time without registering a project, and the design consultant as the only applicant for a building permit. The same guide lists the maintenance permit at 7 working days in Abu Dhabi and 5 in Al Ain and Al Dhafra, and the building permit at 10. Tasareeh, the Aldar company that reviews permits in partnership with DMT, publishes the maintenance permit's full document list: an assignment letter from the owner, the site plan, the owner's ID, a health and safety plan, the contractor's commercial licence with a maintenance activity, architectural and facade drawings, a contract with a Tadweer-approved waste transporter and a waste plan on Tadweer's template. Review takes 2 working days and the site inspection 5.
Tasareeh publishes what the permits cost as well. Its fee schedule covers the plots in Tasareeh's scope, not every plot in Abu Dhabi, and it puts the permit side of a single-villa modification at about AED 5,900 before a contractor quotes anything.

The same schedule lists AED 2,000 for a building maintenance permit and AED 1,200 for a permit to extend the authorised working hours. TAMM's cards for the maintenance and building permits say they carry no additional costs, which means no platform fee on top, not a free permit. On a plot outside Tasareeh's scope, we confirm the fees with the consultant or contractor who files before anyone prices the job.

On 29 August 2025 DMT let contractors take approvals for minor works on villas, farmhouses and holiday homes directly. Its list covers extensions of up to 25 m², non-structural interior or exterior changes, general maintenance and interior finishes, swimming pools, canopies and shaded structures, and new or altered fences. For a villa, that brings a pool, a shade structure, a new fence or a room of up to 25 m² within reach of a contractor-filed approval.
Size limits still come from the plot. On the mainland, the Abu Dhabi Capital Development Code of September 2022 caps a villa residential plot at ground, first floor and roof, 18 m high, with 70 percent plot coverage and setbacks of 2 m to the street and 1.5 m elsewhere. A detached majlis or service block may be one storey of up to 6 m. The code gives way where the separate private-villa provisions say otherwise.
In communities managed by Aldar Estates, the renovation clause reads the same in all fifteen published handbooks: owners must not carry out any alterations, additions or renovations without prior written approval from the Owners Union Director. Starting without the Review Committee's approval stops the project and carries an AED 10,000 fine, with removal of the work if it is not approved, plus AED 400 to 4,000 for each further 30 days until an application is received. The handbooks cite Article 72 of Law No. (3) of 2015.
For the Owners Union approval itself, Aldar publishes no fee, no turnaround and no deposit amount; the permit fees above are Tasareeh's. The handbooks say only that an owner may be asked for a refundable deposit. Nor does the Owners Union approval replace the permit. Aldar's master community declaration for Al Raha Beach holds improvements back until the owner has every permission the relevant authority requires, so a villa job needs both.
Later than in Dubai, and the cutoff moves from one Owners Union to the next. Most Aldar handbooks stop noisy work at 8 PM. Saadiyat Beach Villas stops it at 6 PM, while Mamsha on the same island runs to 8 PM, which costs a Saadiyat Beach job about two working hours a day.

Around the cutoff, the handbooks ask for 48 hours' notice of bulk deliveries and let a contractor's vehicle stay parked for no more than 24 hours in a row. DMT confirms that authorised construction hours exist and runs a permit to work outside them, but publishes no clock times. From 15 June to 15 September the federal midday break stops work in direct sun from 12:30 to 3 PM.

Saadiyat, Yas Island and Al Reef are among the nine areas where the UAE government portal says foreigners may own property. Al Raha Gardens is not; its developer calls it the first freehold development dedicated to UAE nationals, which shapes who commissions the work there. Five of these communities have pages of their own: Saadiyat Island, Al Raha Gardens, Al Ghadeer, Al Reef and Hydra Village.
Quotes here are confirmed per emirate. The bands on our villa price bands page, including the AED 150,000 floor for a basic three-bedroom villa, are published by Dubai companies, so an Abu Dhabi job is priced from contractors' returns on the same brief. What Abu Dhabi does publish is the approval side: about AED 5,900 in Tasareeh permit fees for a villa modification on the plots in its scope, and the cost of skipping a step, since the AED 10,000 Review Committee fine and Al Ghadeer's AED 800 penalty land on top of any quote that ignores them.
Across the border the logic changes again, because in Dubai the owner of the land decides the regulator; our Dubai villa rules page maps it.
