Smart home in a Dubai villa: what gets connected?
A smart home in a Dubai villa brings some or all of these onto one controller: lighting and scenes, the air conditioning, blinds or curtains, and security, meaning cameras, alarms and door access. Some systems run on new cables, some run wirelessly over the existing ones, and many mix the two. The cables are the reason timing matters. They are far easier to run while walls and ceilings are open.
How much does smart home automation cost in Dubai?
One UAE design-build firm, idvisionme.com, publishes smart home projects at AED 45,000 to 150,000 and above. Where a villa lands in that range depends on how many rooms are included, which systems are joined up, and whether cables are pulled new or the system runs wirelessly on the existing wiring. It is a single published band, so we ask every installer to price by system and by room, and we compare those lines rather than the totals.
What is a smart home?
A home where lights, climate, shading and security can be controlled from one place, by app, by wall panel or by schedule, and where they can react to each other: the blinds close as the afternoon sun reaches the glass, or the lights switch off when the alarm is set. The devices are the visible part. The planning underneath, which circuit feeds what and where the controller sits, decides whether it still works in five years.
Which smart home devices need community approval?
Inside the villa, very few. Outside, anything that faces a neighbour or the street is where the rulebooks become specific.

Dubai Holding also fines unauthorised private security systems AED 500, which makes an outdoor camera the one smart device worth an application before it goes up. Emaar's 2026 villa rules add that solar panels visible from common areas or neighbouring plots are strictly prohibited, a point for anyone planning to run the system off the roof. Wiring and power rules by emirate
On Dubai Municipality land, maintaining electrical works is basic maintenance under Administrative Resolution No. 109 of 2022: no permit, provided a Municipality pre-qualified contractor does it. When the villa needs more power, DEWA's Getting Electricity Permits and Connections service handles additional load. Only an enrolled consultant or contractor can apply, the application is free, and design approval for a low-voltage load of up to 150 kW takes 1 working day.
Abu Dhabi's rule reaches further. Its Electricity Wiring Regulations 2020, issued by the Department of Energy, say no extension or alteration to an installation may be made without prior notification to the distribution company, now TAQA Distribution (Regulation 3.3.1). Like-for-like repairs to final circuits are the carve-out; anything touching a distribution board must be notified. Our Abu Dhabi rules page covers the permit side. What should a smart home quote list?
- Each system by room: lighting circuits and scenes, AC zones, blinds, cameras, door access.
- The platform or protocol by name, and whether it is wired, wireless or both.
- New cable runs, changes at the distribution board and who applies to the utility if the load rises.
- Programming, handover training and the app, including any yearly subscription.
- Support after handover: response time, what a visit costs, and how long the warranty runs.
- Which outdoor devices need community approval, and who files the application.
Cables go in before ceilings close, so a smart home planned alongside a suspended ceiling costs less disruption than one added afterwards. Keep the system on the villa's yearly service visits once it runs, and if the windows are being replaced anyway, the blinds can be specified with the new glazing upgrades. Smart homes: what owners ask
- Do I need approval for outdoor cameras?
- In Dubai Holding communities, yes: external CCTV needs prior written approval, and unauthorised private security systems carry an AED 500 fine. Town Square lists CCTV, motion detection and access control in its Home Improvement tier at AED 160. Cameras inside the villa sit outside those rules.
- Will a smart home need more power from DEWA?
- Only if the connected load rises. Where it does, an enrolled consultant or contractor applies through DEWA's Getting Electricity Permits and Connections service, which is free to apply for. In Abu Dhabi, Regulation 3.3.4 of the 2020 wiring regulations requires the distribution company's approval for any increase above 10 percent of a villa's connected load.
- Can a smart home be added without rewiring the villa?
- Partly. Wireless devices can run over the existing circuits, and changing fittings on an existing circuit is maintenance. Abu Dhabi's regulations allow like-for-like work on final circuits but require anything touching a distribution board to be notified to the distribution company.
- Can I run the system on solar panels?
- Check the community first. Emaar's 2026 villa rules prohibit solar panels visible from common areas or neighbouring plots, and Town Square treats solar panels as a minor alteration that needs approval. Ajman's Etihad Water and Electricity publishes standards and conditions for distributed solar systems.
- Who is allowed to install a smart home in Dubai?
- Electrical work on Dubai Municipality land is done by a Municipality pre-qualified contractor, and Electrical Fitting Contracting is its own activity in the Municipality's contracting classification. DEWA's public listing of enrolled builders filters contractors by type, electrical included. In Abu Dhabi only contractors approved by the distribution company may work on an installation.
