Al Reef villa renovation: who signs off the work?

An Al Reef villa renovation starts with the right developer's name. Manazel PJSC, founded in May 2006, built the community, and Manazel Specialists runs it through the Al Reef Community Management Office. It holds 2,376 villas in four architectural themes, Arabian, Desert, Mediterranean and Contemporary, plus 1,818 apartments in 46 buildings, and Al Reef 2 adds another 860 villas.

Who approves a villa renovation in Al Reef?

Two parties on two tracks. The community side sits with Manazel Specialists through the Al Reef Community Management Office, which publishes no renovation fee, deposit, turnaround or rulebook, so its requirements are confirmed in writing for each job. The government side is DMT's: a contractor files a maintenance permit for cosmetic work, and a design consultant files a building permit once walls, openings or structure change.

Al Reef's four themes and the exterior

The four themes name architectural styles, not rules. Manazel has published no design code for its Arabian, Desert, Mediterranean or Contemporary villas, so nothing in writing fixes a facade colour, a fence or a canopy by theme. That makes the community office the place where exterior limits are confirmed, and we ask before an exterior is designed.

Al Reef is often described online as an Aldar community. It is not one: it appears neither on the list of communities Aldar Estates manages nor in Aldar's own destination filter, so Aldar's handbook clause and fines table are no guide to what Al Reef will ask.

Al Reef villa renovation: the DMT permit route

DMT draws the line between its two permits by what the work touches. The maintenance permit is for upkeep, improvement or decoration that leaves the room layout, the openings and the structure untouched; the contractor files it, provided it is registered in DMT's classification system, and TAMM gives it 7 working days. The building permit takes everything else, additions and modifications inside or out; the design consultant alone files it, and TAMM lists 10 working days.

Two newer routes matter to Al Reef's villas. Since 29 August 2025 contractors can secure approvals directly for minor works on villas, including room additions of up to 25 m², non-structural changes, pools, canopies and fences. And an older villa whose approved drawings the municipality cannot find is not stuck: TAMM runs a 10-working-day service through which a consultant or contractor gets the missing plans approved.

Can foreigners own and renovate in Al Reef?

Al Reef is one of the nine areas the UAE government portal lists as open to foreign owners, on a page updated on 30 December 2024. What the title allows still decides the renovation. Under Abu Dhabi's Law No. 19 of 2005, musataha carries the right to build on and alter a property; usufruct carries only its use, with no right to change it. The deed settles which applies, so it is the first document we ask for.

What does an Al Reef villa renovation cost?

Quotes are confirmed per emirate. None of the companies on our cost page publishes an Abu Dhabi villa band, so we put one written brief to several contractors and read their returns against Dubai's published figures: AED 150,000 as the starting point for a full renovation of a basic three-bedroom villa, which Yalla Renovation and Design Divine both publish, and AED 350 to 600 per sq ft for mid-range work, the band Vision Three and Projeco share.

Permit fees depend on who reviews the plot: TAMM's service cards add no platform fee, and the one published fee schedule, Tasareeh's, covers only the plots within its own scope. Does Aldar Estates manage Al Reef?
No. Al Reef is missing from the list of communities Aldar Estates manages and from Aldar's destination filter; Manazel Specialists runs it through the Al Reef Community Management Office.
Does Manazel publish working hours for renovations?
No. The federal midday break still applies from 15 June to 15 September, 12:30 to 3 PM for work in direct sun, and DMT runs a permit for work outside authorised hours.
Can I file the permit myself?
No. DMT's procedures guide gives the maintenance permit to the contractor to file and the building permit to the design consultant alone.
Can I add a pool to an Al Reef villa?
