Jumeirah Park's design code is the only Nakheel code that sets out how a lake-facing rear fence may be rebuilt, and it gives villas the largest shade allowance of the six. We check a brief against it before any contractor prices the work.
The Jumeirah Park code
A Jumeirah Park villa renovation is measured against a 16-page design code that Nakheel published for the community in February 2023. It governs 2,859 villas of three, four and five bedrooms spread over 380 hectares and served by two retail Pavilions, and Dubai Holding Community Management runs the community today.
Who approves a Jumeirah Park villa renovation?
Three steps come before the first tool: Nakheel's NOC, applied for online or through the My Nakheel app; a Trakhees Modification Permit issued on a consultant's drawings; and the contractor's site access and gate pass. After the works, Trakhees issues a Modification Completion Certificate before the altered rooms are used again. Dubai Holding's 2026 rulebook wants the authorities' consents filed alongside its own NOC.
Yes, to one design, and no other Nakheel villa code has a clause like it: the fence is rebuilt at 1.4 m as a steel grille between the existing concrete columns, and the code rules out a solid masonry wall.
Elsewhere the same fence cannot move at all: Al Furjan and JVT's code both state that no change to the back fence is permitted, so a design borrowed from Jumeirah Park fails there. A quote for the rebuild should price the blockwork demolition, the column adjustment and the steel grille as three separate lines.
The code is exact about what may be fixed to the walls shared with neighbours.
Two further rules from Nakheel's codes reach the house itself. Facade and fence glass may not exceed 15 percent reflectivity, and no new or enlarged window may look over a neighbour's plot, both worth settling before any glazing changes are priced.
Worker access is priced per head: AED 52.50 a person on jobs that need Nakheel and Trakhees approval, according to nakheel.com when read in September 2026, while daily permits for short visits are free. Apply for long-term passes 3 to 4 working days before the crew starts.
Dubai Holding's 2026 rulebook then sets the conduct on site. Cement mixers and trailers need 48 hours' notice; deliveries are unloaded and cleared within the day; roads are cleaned within an hour; construction waste goes to Municipality-approved disposal areas; and no worker may sleep at the villa. Major works get the weekday hours of 7 AM to 5 PM, and the noisy part of them only 9 AM to 1 PM and 3 to 5 PM.

One published rate names the community. Dar Al Naseeb Engineering Consultants puts villa renovation in Jumeirah Park and Al Furjan at AED 227 to 370 per sq ft, in a matrix dated 15 August 2026 whose cost layers add up to its totals. A rate means little until the area is fixed, so ask each contractor whether it covers the villa's full built-up area or only the rooms in the scope. Approval costs sit outside it. The withdrawn 2023 Nakheel codes put the application fee at AED 1,000 plus VAT and the refundable contractor deposit at AED 10,000; Dubai Holding's 2026 rulebook, which replaced them, states neither amount, so we confirm both at application.
