Hydra Village villa renovation: who approves the work?

A Hydra Village villa renovation has one approval layer fewer than a renovation in an Aldar-managed community. The village, at Rawdat Al Reef, has about 2,400 villas and townhouses of two and three bedrooms across 10 zones, built by Hydra Properties, founded in 2006. It is absent from Aldar Estates' roster of managed communities, and no community manager publishes rules for it.

Who approves a renovation in Hydra Village?

DMT, through TAMM, with no community approval published ahead of it. Cosmetic work goes on a maintenance permit that a contractor registered in DMT's classification system files, listed at 7 working days; changes to walls, openings or structure are building-permit work, which DMT accepts only from a design consultant, listed at 10 working days.

What changes when there is no community manager?

No Owners Union approval, no handbook hours and no community fines to plan around. What remains is the government layer, and it has teeth: dumping construction debris in the wrong place costs AED 100,000 for a first offence under DMT's 2024 fines schedule, and Abu Dhabi City Municipality has urged construction workers to get permits for work outside authorised hours, especially in the evening and at night.

Hydra Properties' own website has shown a 'Site Offline' page since 2021, and some listings attribute the community to Reportage, a company established only in 2014. For owners, the title deed and the site plan are the papers to have ready.

Hydra Village villa renovation and the permit split

The dividing line is DMT's. A maintenance permit covers maintenance, improvement or decoration that leaves interior spaces, openings and structure as they are, and the contractor can request it at any time without registering a project. A building permit covers additions and internal or external modifications, and TAMM lists a 2-working-day work start notice and a 15-working-day completion certificate file on that route. TAMM's page for the maintenance permit lists an architectural layout plan and clear photographs of the building from every side among its documents, and the application is made through UAE PASS.

Since 29 August 2025 more villa jobs fall on the simpler side. DMT now lets contractors secure approvals directly for minor works on villas, and the list is broad: a small extension up to 25 m², non-structural changes inside or out, maintenance and interior finishes, a swimming pool, canopies and shade structures, and fences, new or altered.

A pool is one of the easier additions. Building a private villa pool sits on that minor-works list, and Abu Dhabi's swimming-pool guide excludes pools in private residential villas from its operating-licence rules. Moving an electricity meter is a separate request to TAQA Distribution, which starts with a meter shifting inspection.

Ownership in Hydra Village

Property listings describe Hydra Village as freehold for all nationalities, but the UAE government portal's list of nine areas open to foreign owners does not name it. The title deed settles the question, together with the form of ownership: Law No. 19 of 2005 lets a musataha holder build or alter, while a usufruct holder has use of the property without the right to change it.

What does a Hydra Village villa renovation cost?

Quotes are confirmed per emirate. For homes of this size the nearest published Dubai figures are Revive Hub Renovations' light refresh of a compact three-bedroom villa, AED 65,000 to 135,000 with an average of 95,000, and Vision Three's townhouse cosmetic refresh, AED 90,000 to 180,000. A full renovation of a basic three-bedroom villa starts at AED 150,000 in First Unicorn Interiors' published figures.

The permit itself adds no TAMM platform fee; the design review, the classified contractor and the waste obligations all sit outside the card. No. It does not appear among the communities Aldar Estates manages, and no community manager publishes renovation rules for it.
