Villa renovation, Jumeirah Islands
Jumeirah Islands' design code gives a mansion half as much shade again as a villa, bans the glass fencing the Palm allows and keeps all 19 lakes closed to water use. We confirm which rules your plot carries before anyone quotes.
Island by island
A Jumeirah Islands villa renovation runs on the design code Nakheel issued for the community in April 2023, some six weeks after the codes for its other villa communities. The community places 851 homes on 46 islands set among 19 lakes, 284 hectares in all with about 7,000 residents, and Dubai Holding Community Management runs it now.
How much shade can a Jumeirah Islands home add?
20 m² of shade structures on a villa and 30 m² on a mansion, where the plot has not been extended; on an extended plot the cap becomes 6 percent of the unbuilt area. No other Nakheel code splits villas from mansions this way, so confirm with the community office which category your home falls in before a pergola is drawn.
No. The code puts it in one line: glass or polycarbonate fencing will not be permitted, including infilling open railings with such materials. That is the reverse of the Palm Jumeirah code, which accepts non-reflective glass fencing, so a glazed balustrade copied from a Palm villa is refused here. Glass on the house itself is allowed within the 15 percent reflectivity cap Nakheel's codes set for facade glass, which shapes any glass work on the villa.

Each rule in the table is a dimension or a material, which makes a fence design easy to check on paper before an NOC is filed. The back fence is the one element no design can touch.

The lakes are the community's setting, and none of them may be used. Dubai Holding's 2026 rulebook prohibits swimming, fishing, watercraft of any kind, jet skis, water-skiing, towing and surfing within them, and adds that no swimming or fishing is permitted at any time in any part of the lake system. A renovation can frame the view; it should plan nothing that depends on the water.
Water on the plot is another matter. A pool is allowed at least 1 m inside the plot limit under Nakheel's codes, as long as its pump room, tank, chiller and heater sit fully underground, and excavation groundwater may not be discharged to the sewer, the drainage network or the common areas.
Nakheel's code runs the approvals in a fixed order: its own NOC, then a Trakhees Modification Permit on the consultant's drawings, then site access for the contractor and a gate pass. Dubai Holding's 2026 rulebook, which now governs the community, wants the authorities' consents attached to its NOC, fines work started without approval AED 2,000, and expects applications through the community app at least 24 hours ahead, or 72 hours by email. Renovation is classed as non-emergency work, so the emergency access route is never open to it.
Small jobs are handled differently: a one-day job runs on same-day access, and anything longer needs a seven-day Minor Modifications Permit. A fee of AED 1,000 plus VAT per application and a contractor deposit of AED 10,000 appeared in Nakheel's 2023 codes, which came down when Dubai Holding Community Management took over; its own rulebook names no amount, so both are checked on every file. None of the companies on our cost page publishes a Jumeirah Islands band. The nearest rows in Dar Al Naseeb Engineering Consultants' matrix, dated 15 August 2026, are AED 227 to 370 per sq ft for Nakheel's Jumeirah Park and Al Furjan and AED 595 to 1,020 for Palm Jumeirah's waterfront villas, and a mansion here is priced from contractors' quotes rather than read off either.
