Villa renovation, Palm Jumeirah
Palm Jumeirah villas answer to Nakheel's Palm design code and to Trakhees, not to Dubai Municipality. The code fixes colours, fences, shade sizes and what a purchased beach plot may hold. We check a job against it before any contractor prices it.
The Palm code
A Palm Jumeirah villa renovation runs on two Nakheel documents: the villa design guidelines published for the Palm in February 2023, and the Palm Jumeirah Master Community Rules. Dubai Holding Community Management runs the community today, but the design rules are still Nakheel's, and on the Palm they reach unusually far: a colour table, fence heights, a rule for the beach stairs and a rulebook of their own for purchased plot extensions.
Who approves a villa renovation on Palm Jumeirah?
Two bodies, in order. Nakheel issues the NOC, requested through its online services or the My Nakheel app and now governed by Dubai Holding Community Management's 2026 rules, which want the authorities' consents alongside it. Trakhees then issues the Modification Permit on the consultant's drawings, and its Modification Completion Certificate, targeted at 3 working days, comes before the altered space is used again. Dubai Municipality is not the permit authority here, though its norms still govern things like where construction waste goes.
The Palm's design guidelines put numbers on most of what a renovation changes outside. These are the ones a villa brief meets first.

Two rules from Nakheel's wider villa codes matter on a Palm renovation too: glass in facades and fences may not exceed 15 percent reflectivity, and front windows and doors may not be enlarged excessively. Both come up the moment a job replaces glazing, and our page on window replacement covers the rest. Steel pipe membrane shades cantilevered off the villa are not permitted at all, and the exterior colour itself has its own page under exterior paint.

Some Palm owners have bought an extension of their plot toward the beach, and the code treats that land as garden, never as house. A purchased plot extension may take pools and jacuzzis, soft and hard landscaping, water features up to 1.1 metres, and built-in barbecues and countertops without roofs. It may not take any built-up area, enclosed or open, nor any roofed shade: no pergola, canopy, cabana or gazebo. Infinity pools are allowed on extended plots only, subject to Trakhees approval.
The boundary wall steps down toward the sea, measured from the backyard floor level: no higher than 1.1 m within the first metre of the new beach boundary, 1.5 m between one and two metres, and matching the existing wall beyond that. Trees normally keep 3 m from the new beach plot limit, which can drop to 1 m where reinforced-concrete retaining walls are used. The beach stairs have a rule of their own. Existing stairs may stay, any change must sit entirely inside the new plot boundary, and no additional beach access or steps are permitted.
Three Nakheel-side documents set working hours for the Palm and they differ, so a job is planned to one of them rather than to a blend. The Palm Jumeirah Master Community Rules of 2023 allow garden-equipment noise from 9 AM to 5 PM on weekdays and 10 AM to 5 PM on Saturdays, none on Sundays or public holidays, and let contractors' vehicles in during the hours set for moves: 9 AM to 5 PM on weekdays, 10 AM to 5 PM at weekends. Nakheel's 2024 handbook limits works to 7 AM to 5 PM on weekdays. Dubai Holding's 2026 rules, the newest, allow major works from 7 AM to 5 PM on weekdays, with noisy work inside 9 AM to 1 PM and 3 to 5 PM.
We plan Palm programmes to the 2026 rules and route deliveries inside the Palm's own vehicle hours. From 15 June to 15 September, outdoor work on terraces, pools and facades also stops for the federal midday break, from 12:30 to 3 PM.

The Palm sits at the top of every published community table. Revive Hub Renovations prices a whole villa on the Palm and in Emirates Hills at AED 300,000 to 700,000 and above, and its band for villas of five bedrooms or more in the two communities runs from AED 300,000 to 600,000 and above, averaging AED 450,000. Dar Al Naseeb Engineering Consultants publishes AED 595 to 1,020 per sq ft for Palm Jumeirah, the highest rate in its matrix, and at that rate a large frond villa runs far past Revive Hub's band. The two tell you the Palm's rank more than your total. The rate, the area and the finish on each quote settle the total.
Approvals come on top. Workers on NOC-grade jobs need access permits at AED 52.50 a person, the charge nakheel.com listed when read in September 2026, and Trakhees sets its permit fee per project. Nakheel's 2023 codes charged AED 1,000 plus VAT per application and took a refundable AED 10,000 contractor deposit, but they were withdrawn when Dubai Holding Community Management took over and its 2026 rulebook names no figure for either, so we confirm both at application.
