Who approves a villa job depends on who owns the land under it. We map the approval path for your community first, then brief contractors who already file there, so the permits sit inside the quote.
Who approves it
Villa renovation in Dubai answers to more than one regulator, and the community's name does not decide which. Ownership of the land does. Dubai Municipality covers mainland plots. Trakhees, the building regulator of the Ports, Customs and Free Zone Corporation, covers land owned by that corporation, Dubai World and their subsidiaries, and PCFC's own description of its remit names Nakheel. The Dubai Development Authority regulates construction in its own zones.
Which villa works in Dubai need no permit at all?
On Dubai Municipality land, Administrative Resolution No. 109 of 2022 treats painting inside and out, new floors, doors and suspended ceilings, and upkeep of the wiring, plumbing and air conditioning as basic maintenance: no permit and no completion certificate, provided a Municipality pre-qualified contractor does the work in approved exterior colours. In Nakheel villa communities, like-for-like repairs and kitchen or bathroom refits that keep the walls where they are need no NOC, only a gate pass. At authority level the owner rarely files anything. Dubai Municipality takes permit applications from a registered consultant, or from an accredited contractor on its self-permitting routes.

Nakheel's own villa design codes put Trakhees in the approval chain for Palm Jumeirah, Jumeirah Park, Jumeirah Islands, JVT, Al Furjan and Nad Al Sheba Villas. For Dubai Properties communities such as Mudon, Villanova and Serena, no developer or authority source names the permitting authority, so we confirm it from the plot before anyone prices the job. On a Municipality plot, the unified site plan service returns the zoning, land use, permitted floors and setbacks; on Nakheel land, Nakheel's online services issue the Trakhees site plan.

Ask what your community allows
In a managed community the developer's No Objection Certificate sits alongside the authority permit, and each master developer publishes its own terms. These are the villa figures from their own documents.

Two notes on reading it. Nakheel's 2023 villa codes set AED 1,000 plus VAT per application, a refundable AED 10,000 contractor deposit, an NOC within three working days and AED 10,000 plus AED 1,000 a month for an unapproved extension, but Nakheel took them down when Dubai Holding Community Management took over and DHCM's 2026 rulebook publishes no fee, deposit or turnaround, so we confirm all of them with the community office on each application. And Emaar's permits portal still quotes contractor hours of 8 AM to 5 PM while its 2026 villa rules are narrower; we plan every programme to the newer document.
Emaar's 2026 rules give villas a shorter noisy day than its apartment buildings: 10 AM to 1 PM and 3 PM to 5 PM, against a 9 AM start for apartments, and none on Sundays or public holidays. Dubai Hills Estate publishes both rulebooks, so a villa and an apartment in the same community start an hour apart. In Nakheel and Dubai Properties communities, major works run from 7 AM to 5 PM on weekdays only, with noisy work inside 9 AM to 1 PM and 3 PM to 5 PM. Noisy work after 8 PM needs a night-work permit. From 15 June to 15 September the federal midday break stops work in direct sun from 12:30 to 3 PM, which lands on roofs, facades and gardens.

Dubai is where companies publish villa bands community by community. Published rates run from AED 100 to 1,200 per sq ft across finish levels, and one engineering consultancy's matrix runs from AED 195 to 325 per sq ft for an independent mainland villa in Jumeirah or Umm Suqeim to AED 595 to 1,020 on Palm Jumeirah. Cross into Abu Dhabi and both the permit and the applicant change: cosmetic work runs on a maintenance permit the contractor files, and structural work on a building permit that only a design consultant may file, as our Abu Dhabi permits page explains. The sequence
We confirm who owns the land and pull the site plan, so the job goes to the right regulator from the first day.
In a managed community the owner applies: through the Home Modifications page of Emaar's community portal, Nakheel's online services or app, or Nshama's community portal.
A registered consultant files with Dubai Municipality through Dubai BPS, or the Modification Permit goes to Trakhees on Nakheel land.
Emaar requires an entry permit for every contractor, even where no NOC is needed. On Nakheel land the contractor lodges the site-access deposit and collects a gate pass.
Dubai Municipality issues the completion certificate for modifications. On Nakheel land, the Trakhees Modification Completion Certificate and a fresh Villa Status Report release the deposit.
