Al Raha Gardens' 1,407 homes were handed over from 2007, and every change to them needs the Owners Union Director's written approval first. We line up that approval, and the permit, before a contractor prices the job.
Owners Union
An Al Raha Gardens villa renovation works on homes handed over from 2007: 1,407 of them across 11 precincts, from three-bedroom townhouses to five-bedroom villas. The Al Raha Gardens Owners Union governs the community with Aldar Estates as manager, under a 47-page community handbook approved in 2017.
Who approves a renovation in Al Raha Gardens?
The Owners Union Director, in writing, before work starts. The handbook bars alterations, additions and renovations without that approval, and fittings that deviate from the approved plans. Work begun without the Review Committee's approval is halted and fined AED 10,000. The DMT permit is a separate step, filed by the contractor or the design consultant.
Approved drawings come first. The handbook measures every fitting against the approved plans and specifications, so the original drawings are the baseline for any change. Where a villa's approved drawings are missing from the municipality archive, consultants and contractors can apply to have them approved, a 10-working-day TAMM service that needs a document showing the plans are absent.
The 2025 minor-works route applies here as well: since 29 August 2025, a contractor can obtain approval itself for a villa's minor works, a list that runs from an extra room of up to 25 m² to pools and new or altered fences. Structural changes still go on a building permit that a design consultant files.

Rewiring a villa of this age brings in the electricity rules. Abu Dhabi's Electricity Wiring Regulations 2020 require notice to the distribution company before any extension or alteration to an installation, its approval for any rise of more than 10 percent in connected load, and a fresh Electrical Installation Certificate from the licensed contractor once the work is done; essential like-for-like repairs are the exception. In Abu Dhabi that company is TAQA Distribution, the brand ADDC moved to in January 2025.
Summer takes a further bite: the federal midday break keeps crews out of direct sun from 12:30 to 3 PM between 15 June and 15 September, so roof and garden work moves to the ends of the day.
Its developer describes Al Raha Gardens as the first freehold property development in Abu Dhabi and the UAE dedicated to UAE nationals, and it is not among the nine areas where the UAE government portal says foreigners may own. The owners we brief for here are therefore UAE nationals.
Al Raha Gardens is also a different community from Al Raha Beach, which is among the nine areas and has its own master community declaration from Aldar.
