The Springs villa renovation: townhouse rules or villa rules?

A Springs villa renovation starts by naming the kind of home. The Springs, part of Emaar's Emirates Living, has 4,856 homes across 14 sub-communities, townhouses of two to four bedrooms and villas of five, all run by Emaar Community Management. Contractors come here for their passes too: Emaar's security pass office sits on Springs Back Drive, near Meadows 9.

Can you extend a townhouse in The Springs?

No. Emaar lists extensions and balcony enclosures in townhouses among the works it does not permit, together with changes to external elevations and structural walls in any villa or townhouse. A five-bedroom Springs villa can apply to extend as major works, an NOC of AED 2,000 in total with the AED 500 review fee inside it, plus a fee on the added floor area whose rate Emaar does not publish.

What can a Springs townhouse renovation change?

Mostly the inside. Paint on interior walls, furniture, light fittings and routine upkeep go ahead without an NOC; the contractor still carries an entry permit. Kitchens, bathrooms, floors and ceilings that stay within the existing walls make up the core of a townhouse job, applied for through Home Modifications wherever the work needs an NOC.

The outside is largely fixed. Emaar's FAQ for Emirates Living says changes to the exterior of the villa are not permitted, and that lights may not be installed on top of villa boundary walls or on their community-facing side (clause 6.2.2 of the community rules). External repainting still goes through the AED 100 NOC, processed in 2 business days.

The Springs villa renovation under the Emirates Living rules

Emirates Living's master community rules, in their 2020 edition, give the Master Owners Association control over alterations across the master community (clause 6.7.1) and require the NOC to be shown on site (clause 6.7.3); Emaar Community Management administers both. Their noise clause is older and looser than Emaar's current one: garden equipment and power tools from 8 AM to 8 PM, against the 10 AM to 1 PM and 3 to 5 PM that the 2026 villa rules allow for noisy work.

We plan Springs programmes to the 2026 hours, and every job to an approved NOC, since unapproved work can cost a home its defect liability warranty and hold up a resale.

Contractor passes for The Springs

Online first: each contracting firm opens an account on ecmpermits.ae, uploads its trade licence and identity papers for its manager and its site representative, and applies for entry permits there. The pass office on Springs Back Drive near Meadows 9 opens from 8 AM to 5 PM, Monday to Saturday.

An entry permit is needed even when the job needs no NOC. Emaar's sanction for a contractor that misuses an NOC is AED 5,000 and possible exclusion, but the 2026 rules also put the resident on the hook for whatever the contractor does.

What does a Springs villa renovation cost?

Revive Hub Renovations prices a whole home in The Springs, The Meadows and The Lakes at AED 110,000 to 220,000, one band for three communities whose homes run from two to seven bedrooms. Smart Renovators' figure for established communities, The Springs among them, is AED 250 to 500 per sq ft. For townhouses, Vision Three publishes a cosmetic refresh at AED 90,000 to 180,000.

A full renovation is a bigger job than a refresh, and its published entry point is higher: AED 150,000 for a basic three-bedroom villa in First Unicorn Interiors' figures. Can I enclose the balcony of my Springs townhouse?
No. Emaar lists balcony enclosures in townhouses among the modifications it does not permit, alongside townhouse extensions.
Can I put lights on my boundary wall?
Not on top of it or on the side facing the community; clause 6.2.2 of the Emirates Living rules forbids both.
Is The Springs freehold?
Neither Regulation No. 3 of 2006 nor its published amendments names The Springs. The regulation designates areas by Land Department sector and plot, including 'Emirates Hills 1, 2 and 3', so ownership is confirmed home by home through the Dubai REST app.
Which works need no NOC?
Emaar's factsheet names four: painting inside, installing furniture, electrical fixtures and accessories, and regular maintenance. The contractor needs an entry permit from ecmpermits.ae regardless.
What does it take to repaint a Springs exterior?
An Emaar NOC of AED 100, processed in 2 business days, with the painter's entry permit. Emirates Living's FAQ does not permit other changes to the exterior of the home.
Can I put solar panels on a Springs roof?
Only out of sight. Panels visible from the common areas or a neighbour's plot are prohibited under section 17.2 of Emaar's 2026 villa rules.
