Villa renovation, Al Ghadeer
Al Ghadeer sits on the border with Dubai, and its handbook settles whose rules apply: Abu Dhabi's. The same handbook fines an unauthorised alteration AED 800 plus the cost of repair. We line up the approval before a contractor starts.
Abu Dhabi rules
An Al Ghadeer villa renovation follows Abu Dhabi's rules, although Aldar describes the community as sitting right on the border of Abu Dhabi and Dubai. Sorouh developed it and Aldar Properties took over in 2013; Aldar Estates now manages its 2,130 homes, 670 villas and townhouses and 1,460 apartments, first handed over in August 2013.
What does an unauthorised alteration cost in Al Ghadeer?
AED 800 plus the cost of repair, the fine Al Ghadeer's own handbook sets for unauthorised alterations. Balcony work that affects drainage is fined AED 1,000, worth knowing before any balcony waterproofing is booked, and work started without the Review Committee's approval is stopped and fined AED 10,000, the architectural penalty shared across Aldar communities.
Because the handbook points there three times. Version 1.0, in effect from 7 February 2018, defines the Owners Union Statutes as an official document created by Abu Dhabi Municipality, cites Abu Dhabi's Law No. 3 of 2015 and Law No. 3 of 2005, and sends violations to Abu Dhabi Municipality. Permits therefore come from DMT through TAMM, not from Dubai Municipality or Trakhees.
The name causes a second mix-up. Ghadeer is also one of the five sub-communities of The Lakes in Dubai's Emirates Living, a different place under Emaar's rules, and paperwork for one is no use in the other.

Behind the table sits Aldar's standard clause, which makes the Owners Union Director's written approval a condition of any alteration and passes government fines for unauthorised work to the owner. Anything built on common areas without approval can be removed 14 days after written notice, and the owner pays for the removal and the legal costs. The architectural table also allows 7 working days to put a breach right, a window to cure it rather than a processing time.
Noisy works end at 8:00 PM, the cutoff most Aldar handbooks use; at Saadiyat Beach it comes two hours earlier. Bulk deliveries need 48 hours' notice, moves are booked 5 business days ahead, and from 15 June to 15 September the federal midday break keeps outdoor work out of the sun from 12:30 to 3 PM.

Quotes are confirmed per emirate: with no Abu Dhabi band in print, an Al Ghadeer price comes from the contractors' own returns on one brief. Dubai's published figures set the scale: Revive Hub Renovations prices a standard three to four-bedroom villa at AED 95,000 to 200,000, and Vision Three a townhouse cosmetic refresh at AED 90,000 to 180,000. Yalla Renovation starts its full villa renovations at AED 150,000.
Budget the rules as well as the works. Tasareeh, Aldar's permit reviewer, lists about AED 5,900 in fees for a single-villa modification on the plots within its scope, and the handbook's AED 800 fine lands on top of any job that skips the approval.
