Villa renovation, Sharjah
No Sharjah developer publishes an alteration process, so every villa job runs through Sharjah City Municipality, and its engineers set the modification fee file by file. We get that settled before a contractor commits to a price.
Who approves it
A villa renovation in Sharjah is approved by Sharjah City Municipality, not by a developer. None of the master developers behind the emirate's planned communities, Arada, Alef Group, Majid Al Futtaim, Diamond Developers with Shurooq, Eagle Hills and Tilal Properties, publishes an approval process for owner alterations. The Municipality publishes its services by type of work instead, and each one has its own applicant.
Which permit does a villa renovation need in Sharjah?
It depends on the work. Upkeep and redecoration run on a maintenance permit from the Municipality's Inspection and Follow-up Section, which carries a refundable deposit. A structural modification or an expansion goes through Approval Engineering Drawings, which only an engineering consultancy accredited by Sharjah Municipality may file, and additions then need a reinforced concrete building permit. The published routes check the contractor as well as the job. An open violation on the contractor's licence, or on the plot itself, blocks the transaction, and the Municipality publishes lookups for contractor and consultant violations.

Because the Municipality sets it per file. For a new project the consultant calculates the fees in the system; for a modification or an expansion, the Municipality's own engineers calculate the fees and any fines, then send the payment link to the consultant. No fee table and no processing time in days is published for any of the Municipality's building services, and the maintenance permit's refundable deposit has no published amount either.
So a Sharjah quote we pass on comes in two parts: the works at a fixed figure, and the permit fees and deposit as a separate line, confirmed once the Municipality has assessed the drawings.

Arada's homeowner function, Arada Care, follows owners from handover into community living, and attaches no approval process to later works. Al Zahia's governance page exists and holds no document. That leaves the authorities, Sharjah City Municipality and the Directorate of Town Planning and Survey, as the only published gate for a villa alteration in the emirate.
Tilal City's Development Guidelines, published by Tilal Properties in 2021, are the only enforceable exterior code in any Sharjah community, written for owners building new villas across its six zones. Black, fluorescent and intense primary colours are prohibited in every zone. Each zone has mandated Pantone colours: the Shams zone's main facade colours are PMS 492, 500 and 4985, with a PMS 350 roof. Glass facades must be non-reflective, mashrabiya or sunshades are required on windows, and setbacks follow the Sharjah Directorate of Town Planning and Survey.
The guidelines contain no approval procedure, fee or working hours. They fix the look of the exterior and nothing else.
The UAE government portal states that in Sharjah foreign nationals do not own property outright but hold a usufruct right of up to 100 years, under Executive Council Resolution No. 26 of 2014, in areas the Government of Sharjah designates and with the Ruler's special approval, registered with the Sharjah Real Estate Registration Department. Alef Group, the developer of Hayyan, advertises freehold ownership there to all nationalities, and no authority source reconciles the two. So before any drawings are paid for, read your own title deed or usufruct contract: it shows which right you hold, full ownership or a registered usufruct, and what it says about alterations.

Sharjah Municipality classifies contracting firms in numbered categories and the Sharjah Department of Economic Development licenses them, classification first. Engineering consultancies need their own Municipality accreditation, and each engineer on a project carries a Municipality card.
One authority handles every utility: the Sharjah Electricity, Water and Gas Authority, with gas supplied through Sharjah Gas Distribution Networks and connection drawings sealed by the consultant. At handover the Municipality asks for SEWA's electrical, water and gas inspection certificates. Structural work carries one more Sharjah rule: green concrete is mandatory for all structural elements of housing projects, and the structural audit checks it before a pour.
Quotes are confirmed per emirate. The bands on our published price bands page come from Dubai companies, and the Dubai floor for a full renovation of a basic three-bedroom villa, AED 150,000, is not a Sharjah price. A Sharjah job is priced from contractors' returns on the same brief, with the Municipality's fees and deposit as a separate line. Next door the approach is the opposite: Ajman permit fees are published service by service, before anything is filed.
