Dubai Hills Estate is the one Emaar community with two rulebooks, one for its villas and one for its apartments, and they start noisy work an hour apart. Plots sit outside Emaar's standard NOC service altogether. We check which rules apply to your home before anything is priced.
Emaar rules
A Dubai Hills Estate villa renovation goes through Emaar Community Management, which runs the community's 28 named sub-communities across about 2,700 acres. Emaar writes its 2026 community rules as two templates, one for horizontal communities of villas and townhouses and one for towers, and Dubai Hills Estate is the only Emaar community that publishes both. A villa owner and an apartment owner a few streets apart therefore work to different clocks.
What does a Dubai Hills Estate villa NOC cost?
Emaar's NOC costs AED 1,000 for minor works or AED 2,000 for major works in total, of which AED 500 is paid up front as a non-refundable review fee. External painting, paving and soft landscaping cost AED 100. Minor and major works are processed in 3 business days and the AED 100 items in 2, and added floor area carries a further fee whose rate Emaar does not publish. Owners apply through the Home Modifications item on the community portal.

The contractor portal and the 2026 rules disagree. We plan villa jobs to the 2026 villa rules, the newer and narrower of the two, and give the contractor both. Bulk deliveries and removals run on a narrower window still, Monday to Saturday from 10 AM to 1 PM, never on public holidays. No noisy work is allowed on Sundays.

A villa, yes, through Emaar's major-works NOC and a further fee on the added floor area, whose rate sits behind the owners' portal; we get that figure in writing before a design is paid for. A townhouse, no: Emaar's published rules permit neither extensions nor balcony enclosures on townhouses. Where the work needs a government permit, Emaar's factsheet names Dubai Municipality, the Dubai Development Authority and Dubai Civil Defence as applicable, so the consultant confirms from the site plan which one your plot answers to. Plots are a separate case. Emaar's factsheet excludes 'Dubai Hills Plots' from its standard home-modification service, together with Burj Khalifa and Emirates Hills, without defining the term or naming what replaces the service. If your title or Emaar's paperwork calls your home a plot, we confirm the route with Emaar in writing before anything is designed.
None of these is peculiar to Dubai Hills on paper, because Emaar's villa template is the same in every community apart from the name. What is peculiar is the neighbour next door: in a community that mixes villas and towers, the building across the road may be working to the apartment clock.

Revive Hub Renovations publishes AED 150,000 to 280,000 for a whole villa in Arabian Ranches and Dubai Hills, the one published band that names the community. Design Divine's basic tier for a three-bedroom villa opens at that same AED 150,000, and Projeco publishes AED 350 to 600 per sq ft for mid-range work; all three sit together on our Emaar community prices page. The approval layer adds the NOC fee above, and a contractor who misuses an NOC risks an AED 5,000 fine and a ban across Emaar communities, one reason we brief firms already registered there.
