The Valley is the only Emaar villa community without a guidelines page of its own, so its owners work from Emaar's NOC factsheet and 2026 villa rules. An unapproved change can cost the defects warranty, so the approval comes first.
No guidelines page
A Valley villa renovation runs on Emaar's standard documents, because The Valley has none of its own. Emaar launched the community in 2024 with villas and townhouses, gave it a security contact number separate from its other communities, and runs it through Emaar Community Management. It is the only Emaar villa community with no Guidelines page.
What happens to the warranty if you alter a Valley home without approval?
The defect liability warranty heads the list of what Emaar says unapproved works can cost. After it come a home that cannot be sold or transferred, a title deed that cannot be applied for, and notices of violation. In a community launched in 2024, that warranty is the first thing to protect, so the NOC comes before any drilling.
Three sources cover every Valley job. Emaar's home-modification factsheet of 2022, still the only fee schedule it publishes, sets the NOC charges and turnarounds and lists what needs no NOC and what is never permitted. Emaar's 2026 rules for its villa communities, one template with the community's name inserted, set the working hours and the conduct on site. And ecmpermits.ae handles every contractor's entry permit.
The factsheet's charges are the standard Emaar ones. Approval of minor works costs AED 1,000 all in and major works AED 2,000, with a non-refundable AED 500 review fee paid at the start and counted toward either sum; exterior paint, paving and soft landscaping are AED 100 each. Emaar processes a complete file within three business days. The application carries the contractor's or consultant's Dubai trade licence, a scope of works and current photographs, plus plans, elevations, sections, 3D visuals and a site or plot plan where the job calls for them.

The community mixes villas and townhouses, and Emaar treats them differently. Townhouses may not be extended and their balconies may not be enclosed; neither villas nor townhouses may change external elevations or structural walls. A Valley townhouse renovation therefore works inside the existing shell: kitchens, bathrooms, floors, ceilings and finishes.
A Valley villa, by contrast, can grow: an extension goes in as major works, and Emaar charges a further fee for the added floor area without publishing its rate. If a government permit is needed on top, the consultant reads the site plan to see which authority issues it before any drawing is submitted.
An entry permit comes first, even for work that needs no NOC. After that, Emaar's 2026 villa rules set the day: noisy work in two blocks, 10 AM to 1 PM and 3 to 5 PM, Monday to Saturday; deliveries and removals only in the morning block; and the NOC on display for as long as work continues. The portal's own note gives contractors 8 AM to 5 PM with a quiet break from 1 to 3 PM; we plan to the stricter 2026 hours.
For the contractor, misusing an NOC or breaking the rules repeatedly can mean a fine of AED 5,000 and exclusion from Emaar's communities. The rules also leave the resident solely responsible for the contractor's breaches, which is why we check a firm's registration before it is briefed.

None of the companies on our cost page publishes a band for The Valley. The nearest Emaar rows come from Revive Hub Renovations: AED 150,000 to 280,000 for Arabian Ranches and Dubai Hills, and AED 110,000 to 220,000 for The Springs, The Meadows and The Lakes. For townhouses, Vision Three's cosmetic refresh band is AED 90,000 to 180,000.
