Villa maintenance, Dubai

The contract
Villa maintenance in Dubai is often bought as an annual maintenance contract, an AMC: a fixed number of planned visits for the air conditioning, plumbing and electrics, plus call-outs when something breaks between them. Two contracts with similar headlines can differ a great deal in the exclusions, so that is the page we read first.
How much does villa maintenance cost per year in Dubai?
Published villa AMCs start at about AED 4,500 a year (First Unicorn Interiors), and Bestimate puts a villa contract that includes the pool and the garden at AED 18,000 to 25,000 a year. AC-only contracts cost less: Bestimate publishes AED 1,500 to 5,000 and above for a villa, and barajeelac.com AED 4,000 to 8,000 and above for a ducted system. In Abu Dhabi, Bloom Facilities Management publishes home service contracts from AED 950 to 5,400 a year by type of home.
Line 4 is worth reading closely. A contract that includes paint touch-ups saves a separate repainting job each year; one that excludes it will quote it as extra.
Most of them, provided the right contractor does the work. On Dubai Municipality land, Administrative Resolution No. 109 of 2022 treats painting, replacing floors, doors and suspended ceilings, and maintaining electrics, drainage and sanitary installations, air conditioners and firefighting systems as basic maintenance with no permit and no completion certificate. The condition is a contractor pre-qualified by the Municipality.
The communities agree on the principle. Nakheel's villa codes list like-for-like repair, plumbing and minor MEP maintenance among works needing no NOC, only a gate pass. Dubai Holding's rules need no permit for routine maintenance or like-for-like fixture replacement, and Emaar needs no NOC for regular maintenance. What none of them waives is the contractor's pass to get in.
Tilal Al Ghaf goes one step further for air conditioning: its community rules make a quarterly AC service contract with the Master Developer or an approved supplier mandatory for every owner.
When maintenance turns into building work, such as re-tiling a floor or renewing a membrane, Abu Dhabi puts it on a maintenance permit that the contractor files: 7 working days in Abu Dhabi, 5 in Al Ain and Al Dhafra, and AED 2,000 on plots in the scope of Tasareeh, Aldar's delegated permit reviewer. Ajman's AED 1,000 maintenance permit, which an owner may take out personally, lists a maintenance contract among its required documents. Sharjah issues residential maintenance permits through the Municipality's Inspection and Follow-up Section, against a refundable deposit.
Anything in the structure. A crack in a structural element is structural maintenance on a self-issued Municipality permit, and falling concrete cover or badly rusted reinforcement is specialised maintenance with a reviewed permit and laboratory tests. Leaks that keep coming back often point to a waterproofing failure, and a roof that stains the ceiling below every winter needs a roof survey, not another patch.
Equipment at the end of its life is the other limit. Replacing a whole AC system, rewiring or re-piping is renovation work with its own scope and quotes, set out among our renovation options. A contract that pays for repairs on a unit that should be replaced is money spent twice.
